(From several recent reports, I have gathered the impression that the Oxford and Cambridge exams as at present arranged are doing harm in Hong Kong. Some Chinese boys have been wasting their time in learning how to answer such questions as "what was the nature of Lady Jane?" or "what are the intricacies of the feudal system?" instead of focusing on practical English.)

I don't think we need do more than send a copy of this to Hong Kong asking for their views.

I have the honour to enclose herewith a communication from Mr Gerrans, Secretary to the Oxford Local Delegacy, whom I interviewed in accordance with C.O.D. 22995/1904, July 15.

The whole question was discussed at length by Mr Gerrans and myself, and it was agreed that Mr Gerrans should embody the results of the discussion in the memorandum enclosed.

I beg to add explanatory notes. The numbers following correspond with the paragraphs to which the notes refer.
